Who we are?

 

 

We are the Development Bank that offers integral solutions for the development of sustainable territories by means of planning, structuring, financing and technically assisting infrastructure projects, improving the life quality of Colombians.

We were established by authorization of Act 57 of 1989, and Decree-Act 4167 of 2011, incorporated as a national mixed economy corporation, organized as a credit institution, subject to a private law regime, linked to the Ministry of Finance and Public Credit and supervised by the Superintendence of Finance of Colombia.

Our headquarters are located in Bogota D.C. and we have nationwide presence to conduct our operations through five regional divisions, two zones and different satellite offices. We have an organizational structure adapted to our technical assistance, structuring and financing competencies. For this, we have 17 processes certified by ISO standards, such as ISO9001, ISO14001 and NTCGP1000, and we are certified as a Family Responsible Company (FRC). In addition, we promote the application of Corporate Governance, and Social and Environmental Responsibility best practices.

Financial products

 

Both private and public entities may acquire rediscount loans with Findeter, for the financing of up to 100% of the project costs; with maturity terms of up to 15 years, including a three year grace period; with the possibility of partial disbursements denominated either in US Dollars or Colombian Pesos, and interest rates linked to the Consumer Price Index (CPI), Fixed Term Deposits (FTD) or the Reference Banking Index (RBI). All of our credit operations are done through the rediscount system by means of credit establishments or duly authorized entities. These resources may be used by the beneficiaries for working capital, debt substitution or investment projects related to the development of infrastructure, purchase of assets or implementation of new technologies in 11 sector of the economy such as health, potable water, housing, transport, energy and others. In addition to rediscount loans, our financial products portfolio includes management of public funds, and guarantees and endorsements.

 

 

Integrated Territorial Development -DTI.

 

We promote the development of our country from a regional perspective through short, mid and long-term comprehensive solutions, in strategic programs such as: Sustainable and Competitive Cities, Emblematic Cities and Diamante Caribe and Santanderes. Sustainable and Competitive Cities, is a platform lead by the Interamerican Development Bank (IDB) and Findeter to promote strategic projects, focused on the transformation of middle size cities through an orderly planning, improving the quality of life of their people. The purpose of the Emblematic Cities program is to close the inequality gaps and to support the planning and development processes of the cities that are strategically important for the country, located in areas of vulnerability, basically in the environmental, fiscal, urban, economic and social dimensions. The Diamante Caribe and Santanderes program is executed in partnership with Microsoft, Fundación Metrópoli and Colciencias, and it allows to identify and manage physical or digital projects, to improve the competitiveness of the 12 departments (states) that compose this region. Furthermore, through the technical assistance service, we support the National Government and other governmental entities, carrying out the pre-contractual and contractual processes and conducting the monitoring the execution of social infrastructure programs such as the 100,000 Free Housing Program, the VIPA program, the Water for Prosperity program, the Centers of Citizens Integration program, de Cero a Siempre program, and other programs of national interest and impact. All this has allowed us to strengthen ourselves as an efficient tool in the execution of priority programs of social inclusion, being able to articulate the public policies with the needs and requirements of the regions.

 

 

Financial Strength

 

With the purpose of maintaining our financial strength and respond to the development expectations of the regions, as well as raising funds through certificate deposits (CDs), we have developed new funding sources such as portfolio securitization, issuance of local and international bonds, and external loans with multilateral banks and international commercial banks. Currently, our international debt has a long term credit rating of BBB by Fitch Ratings and Standard & Poor’s (rating equal to that of our sovereign) and local long term credit rating of AAA by Fitch Ratings (which is the highest local rating). In addition, the Colombian Stock Exchange awarded us the “IR - Issuer” recognition, due to our best practices in the disclosure of information to the market and relationship with the investors. In summary, which activities do we develop?

 

  • We rediscount loans for public, private entities and trust, for infrastructure and environmental projects.
  • We collect internal savings by the issuance of securities and other kind of agreements, and we execute internal credit agreements.
  • We receive deposits from governmental entities.
  • We execute external loans transactions.
  • We manage the issuance of securities, celebrate trust, guarantee, agency or payment agreements, and we sign trust agreements to manage the funds transferred by other public entities.
  • We provide technical assistance services, structuring of projects and technical and financial advisory.
  • We manage third-parties’ securities.
  • We issue guarantees and endorsements.

It exercises disciplinary control of public servants, conducting investigations and sanctioning officials who commit disciplinary offenses in the performance of their duties. In the same way, it advances investigations when irregularities arise in the management of public assets. The foregoing in accordance with the provisions of article 277 of the Political Constitution of Colombia of 1991.

As Internal Control mechanisms and in accordance with the Good Governance Code adopted by Findeter we have:

 

Audit Committee of the Board of Directors

The purpose of the Audit Committee is to serve as support to the Board of Directors in making decisions related to the control and improvement of the Internal Control System. The Audit Committee is responsible for defining the structure and supervision of the operation of Findeter's Internal Control systems, in such a way that it can be established whether the designed procedures reasonably protect the Entity's assets, ensuring the transparency of financial information and its appropriate use and acting in accordance with the provisions of External Circular 029 of 2014 issued by the Financial Superintendence of Colombia, and other provisions that modify or replace them.

 

Internal Control Coordination Committee

The objective of the Internal Control Coordination Committee is to order the necessary actions to guarantee the articulated, efficient and effective operation of the Internal Control System, as established in Law 87 of 1993, in Decree 648 of 2017 and other provisions that modify, add or replace them.

 

This Committee is made up of the President, the General Secretary, the Financial Vice President, the Commercial Vice President, the Operations Vice President, the Technical Vice President, the Risk Vice President, the Planning Vice President and the Planning and Management Manager. Any worker may attend as a guest who, in the opinion of the President or the Committee, considers it necessary. The Committee will be chaired by the President, in his absence, it will be chaired by one of the legal representatives of the Entity, in accordance with the order provided for this purpose in the Statutes. The Technical Secretary of the Committee will be the Head of the Internal Management Control Office.
